How do I set step dependencies and due dates relative to a start date?

Each step's Runs after setting controls its dependency, and Starts when controls its timing — N days after the previous step completes, days after start, or a fixed date. Omega blocks circular dependencies: A step can't end up waiting on itself / That would create a loop.
